Neutral Special - Snapshot
Frank will hold out his camera and take a picture, causing nearby opponents to be stunned for a second. Snapshot also helps Frank to level up and increase his moveset as well as change his weapons. The higher a combo Frank performs, the faster Frank will level up his abilities as long as he takes a picture. When he takes a picture, he recovers his health. This is the level gain:
- 1 - N/A Decent ranged normals, special moves are not that powerful
- 2 - 5% Gains access to Blue Light Special
- 3 - 20% Gains access to Funny Face Crushe
- 4 - 50% Normals chip
- 5 - 100% Gains a 10% power boost
Side Special - Paddlesaw
Frank will spin around and slice anyone with his paddlesaw.
Up Special - Flamethrower
Frank gets out his flamethrower water gun and charges up to release bursts of flames. When Frank is falling he will use the flamethrower to shoot downwards and launch him up while burning opponents in his way.
Down Special -Ion Cannon
Frank grabs out his ion cannon that can launch a projectile of blue energy. The shot may move slow but it travels a long distance and can make a small explosion that damages opponents who are extremely close together.
Final Smash - Exo Suit
Frank gets out his exo suit and with it he is unstoppable. Frank in his ex suit hits harder, becomes invincible, fires ice shards, and can shoot ice tornadoes.
The protagonist of Dead Rising. He's a freelance photographer and photojournalist. He's also a big man with a lantern jaw and a no-nonsense attitude, and all he's interested in is the biggest scoop of his career. He is a relatively well-known freelance journalist who has covered many world events, wars, and other big stories. Lately, however, his career has begun to fizzle out. Looking for the next big scoop, he stumbles on to some strange events happening in the small town of Willamette, Colorado. His personality is such that he would rather visit dangerous places to satisfy his desire for adventure than out of any sense of journalist curiosity. A loose cannon who doesn't like working for, or with, others, Frank's research style, articles and photos are all unregulated and sold to the highest bidder. While he's not the most polished and professional person in his field, he is strong, genuinely kind and decent, and always operates on instinct. Not your typical journalist, Frank is quite capable of handling himself in combat and is very keen to help other survivors to safety. During his time at Willamette, he earned the trust and friendship of Brad Garrison, Jessica McCarney, Otis Washington, and Isabela Keyes.
Frank makes a return in Dead Rising 2: Case West and fights alongside Chuck Greene after rescuing him from Fortune City as they tackle Phenotrans at one of their facilities. In the end, Frank escapes the facility with Chuck, though Isabella Keyes was kidnapped by Dr. Mallon, he has successfully retrieved evidence to help clear Chuck's name in the Fortune City disaster.
Frank reappears in Dead Rising 2: Off the Record, which is an alternate version of the Dead Rising 2 storyline in which Frank is the protagonist. In this version of the story, Frank became an overnight celebrity for his actions in exposing the Willamette incident. Cashing in on his success, Frank released a memoir, hosted a talk-show, and used his fame and money to treat his zombie wounds from Willamette with Zombrex (among other perks). Unfortunately, between his squandered money and a series of scathing scandals, Frank's show was cancelled and his stardom quickly plummeted. In desperation, Frank goes to Fortune City to appear on "Terror is Reality" as a competitor and make some quick money, but is trapped in the city when the zombie outbreak begins. Though at first Frank sees the outbreak as his big comeback, he gradually learns of the terrifying conspiracy behind it and becomes more determined to uncover the truth.
