Entrance
Stairwell or Elevator
Luigi exits out of a stairwell/elevator.
Special Attacks
Neutral B - Spaghetti Whip
Luigi gets out a long strand of spaghetti and whips it like Simon Belmont or Indiana Jones. This wet noodle is a basic whip. If no one is in the way, it flings some spaghetti sauce that can be a slip trap. If this is used as a tether, it will slip off after a short period of time, so you had better hurry up and climb. You can charge up the whipping to make it go further and splat more spaghetti sauce to slip over or get into opponents' eyes and cause temporary reversal on the controls. It can not only be on land/air movement, but bizarrely it can be on attack buttons, shield and grab buttons, vertical taunts, c and analog sticks, and other control schemes assigned to certain buttons. You can only get to do this one at a time and the effect lasts for 20 seconds.
Side B - Bagel Throw
Luigi throws a well-known donut-shaped type of bread reccomended for breakfast. Seeing as how this isn't used as a move in ChinCherrinas' moveset for Mama Luigi, it was up for grabs. If it hits the ground, there's a 1/3 chance it becomes edible. Since it flips around upon being thrown, it can stop projectiles unless they're at full charge. Also, it works like a Team Healer for your teammates.
Up B - Grappling Vine
Luigi kicks a "!" block and a piranha vine comes out. When used for recovery, the vine pulls you up automatically. If the vine head bites an opponent, Luigi yoinks him/her down like Frollo does with his dark cape. On land, you can just set down the block and give it a kick. Pressing B near it allows you to, for 5 seconds, choose a direction with the analog stick to make the piranha vine bite in. Pressing B while you have the direction selected makes it bite. If you just press B again, after pressing it when you're near it, it bites in a random direction.
Down B - Koopa Shell
An 8-bit koopa troopa appears and Luigi persuades it to charge forth. The koopa shell is stronger than a normal one due to Luigi persuading a koopa to lend him his light. If it hits someone, it reverts to a normal shell that anyone can use. There can only be 1 shell on screen at a time. You can hold down B while it's persuaded to then grab it and choose the direction to throw it in.
Final Smash - Souls Fusion
CD-i Ganon fuses his soul with Luigi for a 20-second transformation. He has more pale coloring and his eyes are glowing red. Press A to do a double-sided Weegee Stare (able to stun anyone long-distance, airborne or not; anyone close-up becomes a Weegee with limited movement and stays that way for 10 seconds and has the same palette as his/her regular body), B to throw supergiants (they cause large explosions and do 4x the damage of Mario and/or Luigi's normal fireballs as they traverse around as fireballs), down+B for a meteor swarm (it's a faster version of the PK Star Storm with the meteors being 75% of the size of those stars), and you can fly around with the analog stick. If you're accidentally KO'd, the stocks are immune to it due to the auto-revival.

Otacon: "That was Mama Luigi to you, Snake. This version of Luigi also has different moves when compared to the regular Luigi."
Snake: "Looks easy to me."
Otacon: "Yeah, well looks are decieving when Luigi is involved, Snake. He can whip lotsa spaghetti, throw bagels, use the piranha head of a vine ladder to attack, and Koopas can easily fight alongside him, if he persuades them. Ganon can even fuse his and Luigi's souls together, unleashing a more powerful version of himself."
Snake: "What do you mean, Otacon?"
Otacon: "That form of Toon Luigi can spawn 2 Weegee heads to stare you down, throw giant fireballs, create a meteor shower, and he can fly seeing as how Ganon was able to as well. I suggest planning out a strategy through an enclosed instruction book, or else you will die, Snake."
Snake: "Got it."
